Stock Issue Approval Workflow: Who Should Authorise Goods-Out? — Barsavosh Fanavaran guide

A stock issue approval workflow means no goods leave the warehouse until named people have signed off in a fixed order — typically an accountant, a supervisor and a project manager — and the stock level only drops once the last approval is in. The hard part is not adding signatures; it is deciding which role answers which question.

Distributors, wholesalers and contractors tend to discover the gap the same way: a site foreman phones the storekeeper, materials go out on the strength of that call, and weeks later nobody in finance can say who authorised the release or which job should carry the cost. This guide is about the authorisation chain itself — how to build an approval matrix, where a signature adds nothing, when stock should be deducted, and what warehouse software can realistically enforce. If you want the basics of goods receipt notes versus issue notes, read our guide to warehouse receipt and issue documents first; this article picks up where that one stops.

Why one signature is not enough for goods-out control

When the storekeeper alone signs an issue note, three jobs are rolled into one person: deciding the goods are needed, judging the financial impact and physically handing them over. Auditors call this a lack of segregation of duties, and it is usually one of the first findings in an inventory review. Typical symptoms:

  • Verbal releases: items leave on a phone call and the paperwork is reconstructed later from memory.
  • Unassigned issues: goods are gone, but nobody recorded which project or customer they belong to.
  • Unexplained shortages: the stock count comes up short and no authorisation trail shows who allowed the movement.
  • Proxy signing: someone signs “on behalf of” an absent manager, and the record no longer shows who actually decided.

The goal of an approval workflow is not to slow the warehouse down. It is to make sure that, for every issue, the question “who approved this?” always has a name and a timestamp as its answer.

The goods-out authorisation chain, step by step

For a contractor or distributor, a full chain usually has five links. You decide the order of the middle three:

  1. Material request: the person who needs the goods — a site supervisor, a sales rep — records the items, quantities and the job or customer.
  2. Accountant approval: confirms the release matches a contract, a sales order or the project budget.
  3. Supervisor approval: confirms the operational need: this quantity, right now.
  4. Project manager approval: a last look at cost and schedule.
  5. Issue note and handover: the warehouse picks the goods and the recipient signs the delivery slip.

One rule matters more than the rest: nothing comes off the books before the final approval. If stock is deducted the moment a request is raised, every request that is later rejected or amended leaves the stock figure wrong, and someone has to post a correction to fix it.

Building an approval matrix: which role signs which step

Before configuring any system, sketch a matrix on paper. The table below is a hypothetical example for a contracting business; your roles and rules will differ:

Issue type (hypothetical) Accountant Supervisor Project manager Why
Consumables for a project ✓ ✓ ✓ Direct project cost
Sale to a customer ✓ — — Revenue and VAT impact
Transfer between warehouses — ✓ — Ownership does not change
Sample for a prospect ✓ — ✓ Not coming back, but not a sale
Tool handed to staff — ✓ — Separate chain: it must be returned

Three principles help when filling it in:

  • Every signature should answer a different question. If two approvers check the same thing, drop one.
  • Nobody approves their own request. A supervisor who raised a request should not also clear it at the supervisor step.
  • Make deputies official. Decide in advance which role covers an absence instead of tolerating informal “for and on behalf of” signatures.

What digital signatures on issue notes actually change

A pen signature on paper has two weaknesses: it can be added after the fact, and it says nothing about when it was made. When each step is signed digitally by the user who holds that role, the warehouse document carries its decision history as well as its line items — who approved, at which step, and when. Internal auditors value that because they no longer have to rebuild the approval trail from e-mails and chat messages.

There is a behavioural effect too: people approve more carefully when the approval is recorded under their own name. To keep that effect, keep chains short. A seven-signature chain quickly turns into rubber-stamping.

Issue types: sale, transfer, theft, damage, sample, loan

An approval chain only means something if every issue carries its real reason. If everything is booked as a generic “issue”, the monthly report cannot separate what was sold from what was lost. Typing each movement fixes that:

  • Sale — comes with commercial documents and VAT, and finance needs to hear about it.
  • Transfer — goods move between warehouses but stay company assets.
  • Theft and damage — show real losses separately from consumption, so insurance or accountability can be followed up.
  • Sample — keeps marketing cost out of sales figures.
  • Loan — flags that the item is expected back; our article on tool and asset lending covers that cycle in detail.

Stock issue approval in Avadar Trade

Avadar Trade is the edition of P-Soft’s inventory software built for trading, distribution and contracting businesses. On top of the shared Avadar core it adds formal control over goods-out. According to the official product sheet, it provides:

  • An optional multi-step approval workflow: after a material request is raised, it needs sign-off from accounting, the supervisor and the project manager before the warehouse can produce the issue note; stock is reduced only after the final approval.
  • A digital signature at every step, and you decide for yourself which role is responsible for each step.
  • A separate approval chain for tool handovers, so tools on loan do not follow the consumables route.
  • Specialised issue types — sale, transfer, theft, damage, sample, loan and more — for accurate reporting.
  • Commercial documents: validated customer and supplier business identifiers, VAT on sales documents, document numbering and an automatic notification to the accountant.
  • The common Avadar features still apply: barcode or QR scanning by phone or scanner, the recipient’s signature on the delivery slip, and a log of every change.

Which Avadar Trade plan includes what?

Feature Start Pro Elite

Recipient signature on the delivery slip ✓ ✓ ✓
Export for accounting software, warranty — ✓ ✓
Multi-step approval workflow with digital signatures — — ✓

In short: if you first want every issue to carry the right type and reason, Start already covers it; the multi-signature chain with digital signatures is part of Elite. Avadar can run on P-Soft’s hosting or on your own server, and a trial demo can be arranged with the P-Soft team before you buy.

Checklist: rolling out a goods-out approval process

  1. List every kind of issue your warehouse handled over the past year.
  2. For each kind, write down the question an approver must answer. No question, no signature.
  3. Map roles to people and name an official deputy for each role.
  4. Split the tool-handover chain from the consumables chain.
  5. Run a one-month pilot and note where requests wait longest.
  6. After the pilot, review any step that never rejected anything — it may not be needed.

If your item master and balances live in spreadsheets or older software today, P-Soft moves that data into Avadar for you; the scope of the migration is agreed per plan and contract.

Frequently Asked Questions

What is a stock issue approval workflow?

A fixed sequence of sign-offs — for example accountant, supervisor and project manager — that every request must pass before an issue note is created, with each approval recorded by name and time.

When does Avadar reduce stock if approvals are switched on?

Only after the final approval. Raising a request on its own does not change the stock figure.

Which plan has multi-step approval?

The multi-step approval workflow with digital signatures is part of Avadar Trade on the Elite plan.

Can tool handovers have their own approval chain?

Yes. Avadar Trade lets you set up a separate approval chain for handing out tools.

Are specialised issue types available on every plan?

Yes. Sale, transfer, theft, damage, sample, loan and other issue types are included from the Start plan upwards.

To see the approval chain working with your own roles and items, request an Avadar Trade demo and the P-Soft team will help you match the edition and plan to your process.
